Does any one know of any scope mender in the UK who boost's scopes I have a Premier boosted Leupold and my mate has a 8 to18 x 30mm Leupold he wants to boost to 40 x any help.

No, I'm afraid not, but I wouldn't recommend having a scope with a 30mm objective lens and 40x magnification.

I would think that your friend will have a great deal of trouble using that scope at 40x magnification. Exit, pupil diameter will be about 3/4mm. This will give very poor performance in dim light and no doubt poor eye relief as well.
