I think plumbers mait is the nearest you can get in the UK, if your wanting to reuse it though its a messy job pulling the pellets out.

IKEA sell something that is very good not balistic putty but close they call it modeling clay but it is not clay more like plastercine dosent dry out and no mess at all 7 colours in the pack 750 grams £2.50

Don´t know what you want to use it for, but on a Dutch forum I saw this picture posted:
it´s a sort of soap "Neutrogena" of which you can melt lumps and put them together to get bigger blocks, so it is reusable too!

That is the best idea ive seen in a long time .Pears soap is also see through but i suppose it could work out expensive
