I think what Bob is trying to say is that there have been discussions on this topic before, and that the geberal concensus is that avatars can get out of hand, make posts a lot bigger physically (especially with one-line posts), and make scrolling through a thread a chore.
On that basis, it's unlikely that they will be enabled, and I sense that the majority of the board users are in agreement with that decision.
