I seem to recall The Field did an article quite a few years ago about someone who built his own punt gun - a breech loader which from memory used old anti-aircraft shells as cartridges!! Might be worth checking out their archive.
There are several long threads on punt guns on the Wildfowling forum.
I have often thought that a long 30mm cannon barrel, something like a hughes chain gun barrel might make an excellent punt gun, sadly i think it is likely that mr plod would frown upon it!

A punt gun will class as a shotgun up to the max calibre allowed of 1 3/4" as long as it has a barrel of min 24" in length. Obviously you can hardly put one in your gun cabinet so it would probably be aceptable to chain it up in your garage. Problem with reaming out and using an ex military barrel is that the police "rule" once a firearm always a firearm is likely to be enforced and in the case of a cannon barrel these would be section 5.
Used to help my old Gaffer years ago make Punt guns, 2 inch smooth bore at least 6 feet long
There is an excellent Punt Gun section in the Royal Armories Museum in Leeds, with several examples and a very good life size display to show how it was done. Incidentally a lot of Punt Gunners killed themselves when the breech of their gun exploded right next to their face.
I know this is an oldish post, but I seem to remember there's a guy in Dumfries who makes punt guns. Unfortunately this is all I know. Maybe you could contact gunshops, wildfowling clubs in that area of Scotland. Or possibly the BASC knows about him.

You're correct according to the HO guidance to the Police 2002, Chapter 2 section 4 a diameter of 2" is the permitted maximum.
"a) has a barrel not less than 24 inches in
length and does not have any barrel with
a bore exceeding 2 inches in diameter.
In law, the length of the barrel is measured
from the muzzle to the point of ignition
(breech face). For a muzzle-loading gun,
the point of ignition may be taken as the
touch-hole or nipple that is nearest to
the breach;"
