These loads do sound a bit light and are significantly less than those reccommended by Pedersoli for their revolvers. One of my friends had a Pietta Remington a few years ago and was unable to get it to shoot well on 15grns of BP. When he upped it to 20grns there was an immediuate improvant in his group sizes. I used to use 23 grains for my Roger and Spencer and still use 23 for my Ruger OA. I've never had a .36 so I can't comment with any experience but I think I would start at 18 grains and work upwards.
