Initial set up costs are high to produce a target of this size, and as a one off, it is not really viable.

As somebody else mentioned, a clay pigeon is just as suitable, though I don't quite see the necessity to paint one White, Orange is fairly easy to see from a distance.
As a target shooter, I don't think there'd be much demand as we tend to use markers in the stop butts. The idea might appeal to sporting shooters not shooting on a proper range and not having anyone to mark their targets.
Small Chalk targets are fine for plinking at short ranges and we use them now and again at our club.
