I cant see a problem with selling that kit. He makes it quite clear that it is illegal to tune over 12fpe. You cn buy many after market parts that can do the same as well as those people st tinker in the shed.
If a particular individual wishes to flaunt the law and run over 12fpe then let him take the penelty if he/she gets caught.
