What is this Pistol ??

Just had some fantastic help with my Gamo Compact problem from magicniner (top Bloke), so I'm on a roll.

Bought this about ten years ago second hand, and after a house move about 6 years ago I never saw it again and thought it had got lost or thrown away. Yesterday the wife decided to clean out a wardrobe in the spare room and get rid of the crap that I seem to save (her word, and it aint crap I keep telling her), and sure enough in the bottom of the wardrobe was this old boy.

The only markings on the pistol are

Mod.LP3a Made in Western Germany
EM-GE Gerstentergeru Eberwein
Serial No 33476

Does anyone have any ideas what it is. It doesn't fire, it cocks the spring but produces not enough air to fire a pellet out of the barrel. I will look into this at a later date but for now I would just like to know what it is.
