I live in Derbyshire and there isn't anywhere that I know of.Most people use Henry Krank or Peter Starley.Its a long trip but I prefer Peter Starley's.If you do go be warned you can spend a lot of money,its like an Aladdin's cave.

you could try Gary Bate of Derbyshire arms in Hatton. He is a licenced dealer who sells BP and BP guns, a very approcahable and knowledgeable gentleman,
so I am sure will guide you through dealing with the loacal constabulary.
I travel from west Wales to get my powder from him because of the service and its cheaper because he shifts so much to reinactor regements.

Judging by the fact you asked if you could get the bits on the authority of your SGC, I take it the rifle isn't on your FAC? Do you have an FAC? Before you fire this antique it will need to be on an FAC, if it's a modern reproduction, it should already be on one.
The South of England has 2 good things, the M1 and the A1. Both will take you to Yorkshire.
If its a smooth bore it can be held on a SGC.
A friend of mine has a PH 3 band musket on a shotgun cert.
You could try Mansfield Gun, they usually stock BP.
You can, of course, buy black powder substitutes such as 'Pyrodex RS' without holding an explosives license. You would however probably need to show your SGC to buy the percussion caps.

I believe that the rule on this is: you can have a smooth bore muskett on a SGC, but you cannot shoot rifled slugs. Only normal miniball or shot.
As per my conversation with NRA range office.
Quite happy to be corrected if wrong.
