Pistols are not banned in the UK, they have moved from Section 1 to Section 5 of the Firearms Act. To possess a Section 5 firearm you require the permission of the Home Secretary/SofS for Scotland. A number of elite performance shooters have been allowed Section 5 authority but they may only use them on ranges that meet the security requirements for use of such firearms.
