New black powder rules from june 1st
They are actually making things easier for us to use black powder, This is from the MLAGB website .
Simplification in the procedure to obtain a Recipient Competent Authority (RCA) document for the transfer of explosives within Great Britain.
HSE has worked with police services to reduce the bureaucracy involved in obtaining an RCA. From 1 June 2012 explosives certificates issued under the Control of Explosives Regulations 1991 (COER) will also fulfil the function of the Recipient Competent Authority (RCA) document.
