Complete myth. There are all sorts of arm waving explanations for firearm failure with light loads (the most common being that the powder has "detonated") and it has been researched where possible. In all cases capable of investigation the issue found is that a light load might not actually get the bullet out of the barrel so when you fire the next one behind it......and folk who do not pay sufficient intention to where the previous bullet went are understandably reluctant to blame themselves.

This particular piece of arm waving is perhaps the most obviously flawed. "The powder forms a plug at the base of the bullet and causes an obstruction". Somehow more powder in the case will not cause this? not even a compressed load? - sheesh.
