Look again at Jon Budd's 08:58 post. I think that that's the only explanation.

Try this. Unscrew the outer ring by say one turn.

Then, VERY carefully, using something that won't do any damage [ wooden or plastic toothpick, cut-down
credit card, or even your fingernail ] engage in the lens carrier slot[s] and try to move the lens carrier
independently of the outer ring.

If it does move independently, then that's good! You won't need Butler Creeks after re-parallaxing!
