Seems reasonably clear then that you cannot personally own an air rifle until you hit 18 and anybody assisting a minor to subvert this is committing a serious criminal offence.

Selling or hiring an airgun or ammunition to person under 18 6 months imprisonment and / or £5,000 fine.
Making a gift of an airgun or ammunition to person under 18 £1,000 fine.

Another vote for the HW100 here.

My lad is quite small for a 13 year old and he can handle a HW100.

The OP says the boy is "light." The HW 100 is quite heavy, with poor balance for a youngster. The S200 Mk3 has a long stock, if you get a Mk2 you can saw a bit off the butt, keep it, and stick it back on as he gets bigger. Better still is the T200 with the adjustable stock. Another good thing about the S200 is the adjustable trigger pull, ideal for smaller hands. Brococks are worth a look, light, but choose the larger cylinder models for a better power curve.

I'd go with that, bought one for my 10 year old to use under supervision. I think it's folly however to go and buy a gun with a fixed preconceived idea of exactly what you want. Take your time, keep an open mind, visit a few shops, take advice and try guns until you find one that's comfortable and that you like! At the end of the day any good make, £600 rifle is going to be more accurate than the person using it.

I don't want to be difficult but a new HW100 is £750 and that doesn't include a scope or pump/bottle. I paid about £520 for my SH HW100 and that didn't include a scope so finding a second hand HW100 for £600 with a scope and pump/bottle could be difficult.
I paid £340 for my SH S410 carbine which leaves enough to buy a scope and bottle on top. I think the S410 is almost as light as the S200 I had before so would be suitable for a boy of slight build, but is a much better rifle with a much better trigger.

The S410k in walnut is lighter than the S200 IIRC.
