You can get 12 bore brass cases from Midway UK.. They are made by Magtech in Brazil and use a standard large pistol primer..

I use them for loading BP shot rounds for my Damascus Hammer gun. I had to make a 12 bore case holder for my priming tool but all you need to reload them is a length of dowel. You can buy the wads etc. from Clay & Game reloaders..

Your problem using slugs is closing the case.. I use a paper over shot wad and waterglass to seal the bore, not sure this would work for slugs.. You also may have some fun cycling slugs through a pump/auto. I would be tempted to fix them in using bath sealant (which is surprisingly widely used in the pyrotechnic/ammunition business!)
