Two thoughts on this:
1. 'Accuracy' is a relative concept. For a stalking-rifle, anything 1" or under at 100yds suits me.
2. Pursuit of more accuracy than you need will be expensive in time, components, barrel-wear and possibly your good humour.
The balance between the cost of ammuntion in terms of time, gear used and components/barrel-life expended in testing will vary from shooter to shooter (and perhaps from rifle to rifle, depending on use.)

No. Primers are the only controlled item (aside from expanding bullets) and your .243 ammo allowance will cover unlimited amounts of primers of the right type (Large Rifle I guess?).
Expanding bullets will count towards your expanding ammunition allowance and need to be sold face to face.

The ones I use come in boxes of 100. You'll need enough ammuntion-holding allowance for a couple of boxes, as you might need to try different types. For the quarry-shooting cals I reload for, I've got 500 to hold.
Non-S5 bullets (e.g. AMax, FMJ, target hollowpoints) don't count until they're actually made into ammuniton.

Because expanding bullets count towards your total ammunition holding , its a good idea to request a quota of say 250 expanding missiles in the appropriate calibre. This is in addition to the ammunition component on your ticket. It costs nothing to add and facilitates reloading , just a letter to hq quarters.

New dies, ram prime, case collet & powder funnel £100
Vernier from £20
Consumables;
Cases £0 if you keep your old factory cases, or £35 (100) but are reused.
Powder £45, bullets (100) £28, primers (100) £6,
You can/will add on things like a tumbler & case trimmer once you have become addicted.
Should you decide its not for you then of course all the hardware has resale value, so I don't include that cost against the finished round only the consumables, depending on how many rounds from a tub of powder/reloads per case 50-70p a pop.
I have no option but to reload as factory K Hornet rounds do not exist, but find it both very relaxing & totally addictive, & have developed an end product perfect for my requirements & very accurate in my rifle.
The Lee Loader will cost you around £30 and has everything you need to reload except a rubber mallet and powder etc, I take it by buying 20 at a time you don't shoot many so the loader would be ideal.

On a trip I will fire enough rounds to count on one hand so this looks like it might be a good idea and won't take years to make it's money back. Assuming I buy all the consumables likes cases, powder, primers, bullet heads (Don't start!) etc all i'd need is some scales and a mallet???????
I realise this might be a slow way of doing it but that's fine by me.
