From what I recall when I last had mine appart, the same cable as the mains leads are just terminated in spade lugs. The live one goes through the thermostat unit, then on to the coil, and the other coil terminal links back directly through neutral. Earth was a connection to the chassis.

What size fuse? Assume you mean in the plug? Is it the original element and is it a 240v version rather than 110v? What made you pull it apart originally? It's a simple circuit, so something doesn't make sense.

Brown (live) goes to the thermostat.
Blue (neutral) goes to one pin on the heater element.
Between the thermostat and the other pin on the element is a link wire (black).
Earth (green & yellow) goes to the chassis.

If it is blowing fuses I would check the circuit between live and neutral to the plug in case the cable has been damaged. I would also put a meter on the heater element to check for a circuit, it might have blown and be causing a short inside.
A way to test if it is the thermostat is to bypass it. Put the live and neutral straight to the element and see if it heats up. If you do that and it still blows fuses the problem is obviously elsewhere.
