Could anyone tell me who makes them?

    No.

Webley Mosquitoes are Webley Mosquitoes. Made by JSB, like they were last time around.

    Bisley magnums are h&n Baracuda.
They used to be unsized in the Bisley tins whereas the h&n could be bought in .51,.52, .53 etc
However, Bisley Magnums are now also available sized.
