If it helps, when we set Shebbear up fifteen years ago it was clear from our business plan modelling that we needed a minimum of 30 members to make it commercially viable for what we planned to do, and it also seemed that a ceiling of 75 or thereabouts would be sensible as beyond that we would need tighter financial controls, like departmental budgeting etc. We wanted to keep it simple.
Once you bring in any live ammo then all the rules change.

I am ex HFT and FT and I shoot rim and centre fires.
