After watching that video a few times I'm pretty sure the only reason that guy didn't blow his face of was that the shotgun moved backwards a little as it fired. Dumb**it! He'd just cycled it twice so what the hell did he expect to see down there?

No matter what the government does to wreck our lives with over the top H&S, there is still no way to stop people being totally stupid, the laws just get harder to make them take responsibility for their own actions, and puts it on the sensible people to keep them safe from themselves.
