It shouldn't be since the cylinder is the same as the Webley Victor or if it has the safety it would be same as the Vulcan.

As you say, the c1 is a webley where as the r1 is an weihrauch (hw80). Apple's and pears.
C1 is probably the same as other webley models from same era.
