Talk to John at Folkestone Engineering Supplies, he's got a lot of info on loading for shotguns and also check out their web site. FES can also supply wads, cases, primers, etc if needed.

They don't list Csb5 for 20g but do list csb3 for 12 and 20

Will cost you more to reload clay loads ??? Better off buying them for the time & price ?
Red dot will do both of these loads also easy to find data

Just find suitable recipes for either gauge and buy the correct components for it. Trying to find a do it all all powder is a bad idea.

You will struggle to get a decent 24g load in 20gauge with AS. Good for 21gram loads in 20g and 28-30g in 12g. I've proofed that powder a lot.

Have a look at reloading data for "Unique" it seems to be a versatile powder.
I am thinking of loading 1-1/8oz over fibre wads. It seems similar to the old Nobel 80 powder.
