Paypal is as safe as it gets for a buyer.
They will always favour the buyer so if you purchase something (and pay the 2%? fee) as goods you can claim all your money back in the case of non-delivery.

Just be careful with anything other than face to face transactions - you can only do so much, but there is always a risk you have to weigh up Vs what your going to get or save by doing it this way. Remember also PayPal will not deal wit any gun or ammunition transactions, so you may think you have some sort of protection, but you do not for this type of sale/purchase.
I look at things like profiles and is it being "given away" which could indicate a scam. I'll also "risk" several hundred pounds (more on here), but for a higher transaction I'll get in the car, use an RFD, or do without.

So do I but with respect that doesn't solve the OP's dilemma about paying in advance and then not receiving the goods.
When I do a cheekpiece mod I do the work, mail a photo of the finished job to the owner who then pays by BACS, and I return the stock. The owner takes me on trust that I don't run off with his stock.
