4641 is a batch number with all or part repeated on the front of the spring guide.
No records of Webley batch numbers have so far appeared, so it's doubtful if any exist.

Here are a couple of photographs, courtesy of John MIlewski, of an enamelled Junior:

Could that be a transitional model or has it been enamelled afterwards?

I have a transitional Premier, It's steel but has this finish, It also has the milled line with the name badge in though!

I too have a transitional Premier with the Suncorite finish and inset name sticker, so J.M's Junior will also be a transitional model from the 70's, but without the inset name sticker as found on the later Mk.2 Junior.

I think yours is an earlier model than the transitional ones that's been painted, The wear/scrapes isn't consistent with the later factory finish, It's chipping off the same as a Meteor that I repainted years ago..

    Very nice old pistol though..

Quite possibly, the thing is the wording is so crisp and not paint filled as I would expect The rear sight and and area below it have a sheen and consistency that appear factory as do other areas
