The 100 action is two parts screwed together. By tightening the front and rear retention bolts you could bend the action out of alignment. My stock had a similar issue and the remedy was to add timber to the base to fill in a milled section then flatten the lot so the action sat square. I do not think anything other than a flat action bed will work. Bedding will only work if the action is not tightened to the degree that the action gets bent. A A metal ruler straight edge on the top of the breech block and the front rail will tell you a lot
