Looks like a standard wilson that's had a power adaptor made for it. you can actually buy a power adaptor for those cutters now too.
I would guess the cutter is screwed in, though might take some effort to remove it.

Yes, not sure how the cutter is attached to the housing, possibly screwed or possibly just inserted as there is not a lot of force in the turning process.

The cutter screws in,if you go on the LE Wilson site and look on the replacement parts bit you will see how it screws together.

I have filed my existing cutter and it appears to be far better now, also have purchased a new cutter and have found some one who will fit it into a housing combined with a screwdriver compatible rod.
