VIT N110 or LIL-GUN if you are using a thrower, however the kernels on 110 are so small they still flow through a thrower really well anyways.

N120 or reload swiss rs32
DO63 works very very well but it is a dirty powder.
Reloader7 works well for my 17h + 223
Lil -gun worked very well
Start off with a low charge and work up looking out for pressure signs. With the small volume of powder used in the .17hornet its easy to go from mild to wild, .2gn can make a big difference with lilgun as my mate can testify.
I can recommend a Satern powder funnel too.
"Shooters, regardless of their preferred quarry, enjoy their sport for its ability to transfer them from their day-to-day life into a world where they can lose themselves for a few hours". B Potts.
Cheers for the advice guys gonna try lil gun as my shop had that in stock.
Also gone with 25g heads
You will struggle for a powder funnel for the 17 Hornet.
I bought a saturn funnel but it is too long for the case neck and sits high above the mouth.
I eventually made one by using some steel putty and an old powder funnel that would fall over a .223 case.
If you want a great custom made powder funnel get intouch with Mick Miller.
He uses one of your own cases and a 3D printer.
Brownells sells a 17 caliber powder funnel for about £16, item number 749001848.
vit 120 is giving me 3550 fps and grouping under a 5p coin 5 shot groups. me research led me to steer away from lil gun as it seemed hit and miss reviews and plenty of pressure spike comments. please if you give it a go let us know how you get on.if your using hornady brass watch those flash holes there the worst i have seen in my brass batch. awesome round though have fun.
