Yea that would be a strategy, I see it as a valid part of the game, denying targets would give new or less able shooters a way to contribute. The lockout time is variable as like you say, too long and locking the targets would just stalemate the game, too short though and it becomes a game of getting as much lead up range as possible.

It also balances the game out, if blue team were dominating there might only be one or two red targets for them to go after, locking them out halts blues progress giving red a chance to catch up.

Plus it would be satisfying to lock a target just as an opponent tries to steal it.
