if its a break barrel its easier to bend the barrel

Film negative under the back of the scope base to add elevation.
Will only use cherry lipbalm
It's the rear mount by about 0.75mm, but packing can strain the scope tube, especially if it's a springer and the grip on the scope tube need to be a bit firmer. Better to get adjustable mounts, Sportsmatch ATP61 if it's a 30mm tube. ATP65 or AOP55 for 1" scope tubes.

That's only bodging the symptom, you need to address the cause, ie is the barrel bent or the pivot/lockup worn.

Try swapping the mounts from front to back, see if that helps.

Let's get some fundamentals here, as we're all guessing up to now:
1. What calibre,mv and pellet weight?
2. What is the distance from barrel centreline to scope centreline with current mounts?
3. What is your zero distance, or the distance you are trying to zero at?
4. At what distance are you shooting low, if not 3 above?
5. How low?
6. Have you actually adjusted your top turret at all?
