I think the points made on the 12 ftlb limit are very valid
I can’t see that more power is ever really needed in its own right. However more speed for a .22 and especially a .25 would equal more accuracy where distances are having to be estimated (ie shooting vermin). The point about over penetration of .177 is valid, though it still does for everything except squirrels in my experience
Similarly to uk knife laws if you actually stop to think about it we are not really stopped from doing anything sensible (except in Scotland). (Although a set of standard testing pellets and a standard temperature would be fairer)
