Thats interesting - I was looking at A Webley Service with only one barrel at a higher price from a private seller.

The dealer has to make a profit and pay 20% vat......and maybe even give some kind of warranty as well, so with two barrels that looks like a good deal as without the vat it is only just over £395 - if there is any warranty risk at all - even less

There are two Webley Service rifles from the same source. Both appear to have had the bluing removed from the barrels and action.

I paid exactly the same on here a few years ago for one with two barrels (one unmatched ) the barrels would sell for 140/150 (.22) 180/200 (.177) I think the price is fair

That would make a difference, Knibbs charges 150/160 for his barrels ( when available) I wouldnt want one, I would pay more for a rough gun just to get the barrel, but each to their own
