You should not deviate from the loading data provided as far as Triple 7 is concerned. It is not a blackpowder substitute, but a "nitro powder" that can be used in muzzle loading guns...
Triple 7 does not like too much compression, or an air gap. It can lead to dangerous pressure spikes and all that goes with that. The loading data was developed to provide the safest, optimum propellant tower. If you prefer to, or have to use a substitute, then stick with Pyrodex, it behaves exactly as BP does in relation to varying charges, inert fillers and the like.
Never had a problem with lower loads over many years. I'd agree that 'no airspace' and 'no compression' are very important though!
That's why I load the cylinder off the gun so I can compress it just right.
