I would assume the pairs are one low front one high back so the scope is not put under tension.
I see that Hawke are now marketing shims that increase scope tilt by 25 MOA - quite useful.
Not sure why they are sold in pairs though....

Well the ones I saw were an identical pair so fitting them both would just give you a couple of creases on your scope.. assume they are for the gent with two HW35s

only one is used under either front or rear depending on requirement, raise or lower reticle.
I imagine they're only in pairs to make them look better value but then, I'm a philistine
They do warn about overtightening the scope mounts. But at that price I would make my own.

For the price of some decent mounts and those shims you may as well get the Sportsmatch ATP61 mounts and do the job properly
