Given the relatively small swept volume I doubt you could extract more that 14ft/lb from the little 99.

I'm sure more able tuners will confirm this, but the reason the '99 is considered such a sweet shooting air rifle in .22" is because with its' internal dimensions (swept volume and piston weight, etc) its' optimum is sub 12fpe. I don't think there's enough spring room for FAC. You'd really want to look at an HW80 for FAC springers, although in the USA, they run the '95's at about 15fpe.

Hard air magazine review on a hw50 's
muzzle velocity for the Weihrauch HW50S air rifle tested by HAM peaked at 799 fps. This is a .22 caliber model, don’t forget: the .177 version would shoot significantly faster.
This muzzle velocity – obtained with Gamo Raptor Platinum 9.7 Grain alloy pellets – was combined with a peak muzzle energy of 13.74 Ft/Lbs.

What about a hw95 could one put it on fac ,if so what would be the best power to set it to. I was thinking of about between 16 and 18 fte in 22. Pops
You might manage to get a bit more than 12 but you would need a much heavier piston and bigger spring. It would suffer from piston crash. It would be horrible to shoot.

as already stated go with a 95 for ~ 16 FP, or an HW 80 for ~20FP, job done
