Wouldn't say no arguments - Sounds like exactly an argument in waiting to me, as it depends on best for what purpose? - what context and intended use.
Depending on context, could be a Steyr, or a Rapid, or a Ripley, or an Hw100.
Or a Girandoni.
But for what it's worth in my context I'd go with an ISP Spartan.
Impossible to answer because a perfect hunter is not a perfect target or bench rest rifle, nor would what I like at 6' & 17 stone fit a 5'4" slightly built female or younger shooter.
The best money can buy would be custom built to fit the shooter for the type of shooting they want it for.
As said, depends on what it will be used for. But I'll throw my 'HFT' hat into the ring.

Ok.. mine would have to be one gun fits all situations so it would have to be a slightly shortened fx dreamline (i don't like the length of the dreamline/streamline sporter) or something similar where you could change calibre, stock, twist rate etc & adjust the reg pressure/power. it would have to have all four calibres so I could pick & choose depending on how or what I was feeling/doing. I'd have two stocks.. one bullpup in forest laminate for hide/close work and a grs sporter/target style in the same laminate for shooting anything else. Both fully adjustable. I'd top that with a vortex Razor HD LH 3-15 x 42 & I'd buy my own pellet dies and make my own pellets too!! Lol

If money was no object id have one designed and built as a one off, the only question then is which manufacturer to choose!
