If it is blowing fuses I would check the circuit between live and neutral to the plug in case the cable has been damaged. I would also put a meter on the heater element to check for a circuit, it might have blown and be causing a short inside.
A way to test if it is the thermostat is to bypass it. Put the live and neutral straight to the element and see if it heats up. If you do that and it still blows fuses the problem is obviously elsewhere.
