23-24 grains is usually enough.
77gn smk work fine in both my 1 in 7" & 1 in 8" twist barrels.

As mentioned, unless you already have plenty of Varget, it's pointless load developing with it as the importation stopped in June 2018. Some dealers have "old stock" on the shelf. Mine has six tubs, but I think it's £55 a pot! He also has 77gn SMK.

Ramshot TAC and Reloder15 are good powders for .223. I have heard good things about the newer Alliant powder with heavier bullets, AR-Comp, but I haven't tried that yet.
