just put a variation in for my musket asked to keep 100 cartridges for it just in case i decided to go down the paper cartrige route........

Ahh that should create no end of red tape and misunderstandings then!!!
Basically as said above they are not cartridges, just powder and ball stored in a paper case, rather than in the powder flask and ball pouch.
You could assemble a thousand, and apart from being the equivalent of a weak and fragile uninteresting firework should one catch fire they wont go boom until shoved down the barrel and a cap applied to its backside

What do I do with them throw them in the nearest pond?
They must be at least a 100 years old or more.
spoke with my firearms dept took them off for me no probs........
