A cut down .410 cartridge will fit any manner of firearms - these criminals are not interested in any sort of accuracy, if it can be physically stuffed in, no matter how loose, it's good to go. More and more regulation just moves the problem. If an antique pistol is commanding £2,500 then there's people out there who would consider the return achieved by making a batch from scratch worthwhile.
