I've used weetos in the base of the shot cup to fill out the shell. Don't use a smaller shell than the recipe calls for as the same components in a smaller shell generally equal higher pressure as there is less space for the gases to expand into before it opens. I would stick to 70mm recipes in 12 gauge for simplicity.

Weetos is a southern softy solution Tiny bit of folded news paper rammed into the base of the wad works for me. If I were you and using fibre wads, I'd just stick to adding the cork filler
