Have you had it apart yet?
I admit defeat..... HW99 shaking scopes loose! .177, have already fitted a spring guide to get rid of the twang, but it would shake loose the sportsmatch mounts that came with it, and during today's range session has done the same to BKL mounts that were done up as tight as I'll dare before I'd risk stripping threads
It's running just over 11ft/lb with 8.4gr pellets, I had planned to leave it a while for the standard (I got the rifle secondhand but from its condition has seen little or no use) spring to settle, but think time has come to shorten or close up a few coils
Any pointers for how much to start with? Only using it for tin and paper so will happily go down to 10ft/lb

Good deals with these members
Only to fit Tinbum top hat and spring guide - this didn't change unsprung length or preload (there was a thick 4/5mm power washer at piston end of spring from factory)

Firstly I'd be checking both the breech and piston seals.
Once satisfied that they're okay, reducing the preload (combined with properly finishing and polishing the spring ends) may bear fruit. If not, a softer spring (like the TX200 Mark 3 item) might well improve matters. I have a Wonkydonky kit in one of my 99s and it's very nice.

I shot a .177 HW99s that had another tuners kit in at the weekend. It felt a little harsh but it was the first .177 I had shot in almost 20 years.
It was not a TBT kit 😉
11 fpe on 8,4grs is a bit more than what I like in the HW50/99.
Mine is running on Maccaris HW50/99 spring plus his SGS seal.
Nice quick shotcycle at 10,5 fpe, and the SGS seal softens it up a bit compared to the original seal.
Too many airguns!
In .177 run it at 10 - 10.5 ft lbs. Mach 1.5
Similar thing here. While mine doesn't seem to be vibrating the screws loose as such, the mount is sliding off the back of the rail. After fitting the guide kit and running it in for a while, it went to 800fps with FTT so I cut a coil off the spring. Was around 10.8-11lbs/ft after reassembly but I need to check it again when I get a chance to see whether it's gone up again or not.
If you happen to look into the Autumn Bash thread, you'll see that I'm waiting to field test again after refitting and utilising the recoil screw in the base of the mount. If yours is actually coming loose, could a bit of threadlock be worth a go?
Plinkerer and Tinkerer
As mentioned above, simply reducing power to sub 10.5 makes the .177 a different gun!
Thanks all, have reduced spring length by 12mm, top hat from TBT kit has been shortened and is just held captive by closed coil of factory spring, and back to using original HW guide at rear as the coils have closed down a bit too tight for the TBT rear guide
Five shots across my cheap Chinese chrono have it at a smidge over 10ft/lb with H&N FTT, no noticeable twang, but still feels quite sharp (although it was being held at hip, not shouldered)
Wait for daylight for a few aimed shots - see how it 'feels'

Simple solution - sell it on here - people seem to rate them - buy an hw95 - better in every way
I remember when SFS and V Mach flat refused to work on 99s due to all the problems, but both eventually rolled over - SFS made the imp V Mach made kits for 99s
Oh well - consumer is always right !
99s the rifle that is always in the limelight lol !
