It used to be illegal unless you were an RFD through some crazy wording in the FA (IIRC, or possibly the Explosives Act), but as home loaders would often have a need to unmake ammo it was changed.
ETA: I think it was changed in 2005 as the MSER2005 amended the EA1875 and unmaking ammunition may have needed an HSE license. It was all a mess and now is clear as mud.
