    I've been thinking about this.......by drilling a couple of holes in the top of the sight wheel (or filing a couple of notches in the circumference of it (maybe a dodgier option) I can see how circlip pliers might offer a way of getting some torque on the sight screw. Maybe in some cases this would be enough to lift the sight blade, but in this one the blade was absolutely rock solidly stuck to the sight base & wouldn't shift by being lifted by the wheel alone. So the wheel itself was removed to enable other options to free the blade & allow its removal. I can see how it might work though.
