    It is only a proposal/bill as yet. Imagine Brown & co have a lot more stuff to deal with at present.
    As drafted if you do not have under 18s in your home I cant see that you need to take other than reasonable precautions as you should now.
    It would really be outrageous if we were to be held responsible for the actions of young burglars.That doesnt seem to be the point of the proposal but you never know!
