Looks very much like the 'Breakdown pattern', 1933 to 1939, and in quite good condition by the looks of it.
I wouldn't worry about the colour of the barrel as long as it is not rusted or pitted. A regular wipe over with an 'oily rag' has probably saved it!
I have the feeling that a bit of elbow grease would work wonders on it.
The value in monetary terms is not that high, it all depends upon how much someone is willing to pay for a piece of Midlands history! ATB Eric
