I reckon they could sell a TX break barrel for the same price as the TX, they would have to make it lighter though. I always thought the Theoben Evo was a nice weight and size for a Sporting break barrel.

Precisely. Anything they potentially did develop wouldn't exactly be from "scratch" as it has been suggested. They have a platform that can be built on and plenty of proven components used in their other rifles which would migrate across. Oh, and they do also have a break barrel design from relatively recent history that could be dug back up.
Designing and tooling up honestly wouldn't be that much of a big deal. It's not 1980. With multi axis CNC's the need for specialist cutting tools and fixtures is massively reduced. Air Arms are after all a subcontract machine shop, it's their bread & butter.
However! I don't think that's the reason they're not doing it. I think the HW's do demonstrate that people will buy expensive break barrel rifles but obviously Air Arms don't see a market, and they're possibly right. I agree that as much as people on this forum may want a new Air Arms break barrel, it is not an accurate representation of demand in the wider world.

What's the advantage of a break barrel over say an underlever? I would have thought that the full length rigid assembly would be the better choice.

If AA really are looking for idea's they wouldn't do much better than a Webley custom Patriot clone that features in another thread running atm, although sad to say, I really can't see AA's objective in doing such a non descript survey without a suggestion box.
Copying can be a complement to the original maker and if it's British and has connotations of Webley Venom all the better.

It’s not that hard to design a rifle for different markets
The PE was too heavy and too expensive, all it needs is the best of a 95 and 34 as in built in heavy barrel shims, correct port size, threaded barrel or open sight options, laminate stock with cheek piece and a plain good quality synthetic option, and a 20 cal option (at no extra charge)
