I've got three - 3l & 7l Best Fittings carbon fibre & a 5l Bisley - and all of them are controllable when opening slowly. Is it a new cylinder or has it just started doing it?

    Flow restriction

Best Fittings do a Din Male 200/300 BAR to 1/4"BSP with M5 Flow Restrictor that screws into the valve on your cylinder.

    Hope that helps, Steve.

If its the valve then I cant help.
If it is a control thing the, get the rubber doofer from best fittings or similar to increase the size of the valve knob.
Then find someone who doesn't use the support handle that comes pretty much with every electric/battery drill.
Put the handle over the the rubber doofer and tighten.
Helps give much more control with a lever over the standard knob.

You could try a fishing reel coaster. Some people use on their scopes AO.

You can get a quick fill with a restriction in, a small grub screw.
    Repariere nicht, was nicht kaputtist.

You should be able to control the valve to limit the flow,
it's not like turning on a tap where it takes a full turn or more, cylinders barely need cracking open,
& shouldn't take "5 white knuckles" to shut the flow off, which is where many people go wrong.

If its a Hydrotech bottle the regulator has a grubscrew beneath where the hose connection is that can be screwed down to restrict the flow.

    Bottle

Mine is exactly the same. No matter how gentle I am. It goes from nothing to full flow. I have to be very careful no to over fill my guns. I've have many bottles over the years, none as sensitive as this one.
