I can't answer your question but am just curious: how long it is out of test. If a surface only bottle it could be max 3 years out of test, if a dive cylinder then 5.5yrs. Would it be possible to get it tested or would a 'tester' refuse to test it on the basis of time since last test? Might be worth a phone call to the test station to find out.
If no one wants to test it then provided the on-off and bleed systems work, I would be tempted to use the air and then start again with a new bottle.
